Did the outgoing Prosecutor of the ICC, Louis Moreno-Ocampo, discredit the office of the Prosecutor (again) when he sent a congratulatory letter to Guillaume Soro who led the Forces Nouvelles (FN) that helped oust indicted former President Laurent Gbagbo from power?
